English Language Development (ELD)

Students that enter school speaking a language other than English are assessed during the first 30 calendar days after enrollment with the ELPAC test.  Based on the results of the assessment, students are classified as either LEP (limited English proficient) or IFEP (Initial Fluent English Proficient). Student designated as “LEP” initially receive ELD daily for 45-60 minutes a day.

Once a student is proficient in English, the student is reclassified as “RFEP.” 

“Reclassification” is the process by which an English Learner is deemed to have acquired sufficient proficiency in English to succeed academically without English language development support. Students are expected to reclassify within five years.

To reclassify, an English Learner must meet all the following criteria at the same time:

• Demonstrate English proficiency on the annual ELPAC by achieving oral performance level of 4 with scores of 3 or higher in Listening, Speaking, Reading and Writing; and
• Demonstrate basic grade-level skills in English as evidenced by the adopted grade level basic skills assessment with a score of Benchmark or Above on all assessed skills on the Dynamic Indicators of Basic Early Literacy Skills (DIBELS) Next or a score of Standard Met or Exceeded on the ELA SBAC; and
• The teacher has determined that the student has demonstrated grade level proficiency as evidenced by the ELA Progress Report Composite score of 3 or 4. .

To complete the reclassification process, a Notification of Reclassification Letter must be signed by the parent and placed in the student’s cumulative record.
